The short answer
'Not available' rarely means there's no way onto that corridor. It usually means the easy option has gone. The options that remain need a little knowledge of how quotas work, so here they are in the order worth trying.
What to do, step by step
Read the status properly
A waiting-list status is still a booking — it can confirm. REGRET means the waiting list itself is full in that class and quota, so nothing more can be booked there. Other classes and quotas on the same train may still be open.
Try the originating station
Boarding at the station where the train starts usually puts you on the general waiting list, which draws on the largest pool of berths and clears best.
Check every train on the corridor
The first train an app shows is often the fullest. Several services usually run the same route, and they fill at different rates.
Move a day, or a class
Adjacent dates can be wide open when the one you wanted is full. And when Sleeper is gone, 3A on the same train sometimes isn't — or the other way round.
Consider splitting the journey
Where no single berth covers the whole route, two tickets for two legs can. It means changing berth partway and relies on the train running to time, so it's a fallback rather than a first choice.
Plan for Tatkal or current booking
Tatkal opens one day before travel. After the chart, any berths left unfilled go to current booking until shortly before departure.

When the answer really is no
Sometimes every train, class and date on a corridor genuinely is full — festival weeks on the Bihar and eastern UP routes especially. When that's the case we'll say so, rather than booking you a waiting list that has no realistic chance and letting you find out at the chart.

What does REGRET mean when booking a train ticket?+
The waiting list for that class and quota has reached its limit, so no more bookings are accepted in it. Other classes, quotas, trains or dates may still be available.
Is it worth booking a waiting list when the train shows full?+
It depends on the list. A general waiting list from the originating station on a long route is often worth it. A remote-location or pooled list at the same point is a much weaker bet.
What is current booking?+
After the chart is prepared, berths that are still unfilled are released for booking until shortly before the train leaves. Availability is whatever is left, so it's worth checking but not relying on.
Can I book tickets for part of the journey?+
Yes. Two tickets for two legs can work when no berth covers the whole route. You'll likely change berth partway, so it's a fallback we'd plan carefully with you.
